Place Based Capital Learning Series
The Place-Based Capital Learning Series is a practical program designed to help communities, organisations, and partners understand and activate the core functions of capital.
Through a set of interactive modules, participants explore how to generate, access, own, govern, invest, pool, exchange, regulate and redistribute capital.

Community Capital Toolkit
We are building a Community Capital Toolkit to empower and enable communities to design, engage with, and build the capital foundations they need to thrive.
The toolkit will include:
Practical guides to explain core concepts and approaches
Step-by-step tools that communities can adapt and apply locally
Models, frameworks and templates for planning and decision-making
Case studies that showcase how other places are building capital in action
Resource links and references to connect you with leading practice and partners
Our goal is to make these resources accessible, actionable, and adaptable so that most communities — large or small, rural or urban — can confidently take steps toward local ownership, resilience, and prosperity.

Local Investment & Mutual Fund Initiative
We are working to build the architecture for a nation-wide community investment model that enables:
Communities to lead local economic development; invest in place-based projects, businesses, and infrastructure; and generate shared financial returns through community ownership and control.
Institutional investors (including government, superfunds, and impact investors) to access structured, place-based investment opportunities that deliver measurable impact, underpinned by strong governance and community engagement.
Through our work with both communities and investors, we have confirmed that this infrastructure is urgently needed to enable community investment and bridge the gap between local opportunity and large-scale capital.
We are currently in the feasibility stage, exploring what it will take to establish and operate this investment model, and how we can mobilise key partners and resources to bring it to life.

Community Development & Investment Company Program
The Community Development & Investment Company Program aims to support communities across Australia to establish locally owned and governed development and investment companies.
These companies create a vehicle for communities to:
Develop and invest in local assets — such as land, housing, enterprises, and infrastructure
Partner with government and private investors on projects that align with local priorities
Keep ownership and benefits in community hands, ensuring profits are reinvested locally
Community-led companies like these already exist across Australia and have proven to deliver positive social, economic, and environmental outcomes.
This program aims to make it easier and more efficient for communities to:
Explore models that have worked elsewhere
Access templates, tools, and expert support
Establish structures that are compliant, scalable, and ready to act

The Community Capital Policy & Regulatory Program works to identify, document, and advance the policies and regulations that enable communities to build and benefit from their own capital foundations.
This includes exploring and influencing federal, state, and local policy settings that shape how communities can:
Generate and access capital through investment, funding, and finance mechanisms
Own and govern assets such as land, housing, enterprises, and infrastructure
Create enabling structures like funds, development and investment companies
Partner effectively with government, philanthropy, and private capital on shared goals
Our aim is to make it easier and more efficient for communities to establish and scale community capital systems by:
Highlighting barriers that hold communities back
Showcasing policy and regulatory innovations already working in Australia and internationally
Engaging with governments, funders, and partners to co-design supportive frameworks
Advocating for reforms that unlock new opportunities for place-based and community-led development
By strengthening the policy and regulatory environment, we can help ensure that community-led capital becomes a recognised, supported, and scalable part of Australia’s economic and social future.

The Natural Capital & Environmental Markets Initiative unites interested places and partners to advance more inclusive, equitable and locally relevant practices.
It facilitates a network, provides training and develops practical tools and resources.

Environmental Markets Leadership Program
The Environmental Markets Leadership Program helps local communities, organisations, and landholders build the knowledge, skills, and confidence to lead in the emerging natural capital and environmental markets. Through training, peer learning, and expert support, participants learn how to identify, manage, and benefit from the environmental services they create — from biodiversity and carbon to water and soil health.
By building a connected network of leaders, this program encourages collaboration, sparks innovation, and supports participants to shape market opportunities that deliver environmental restoration, resilient landscapes, thriving local economies, and stronger communities.
