What it is
This program is building the infrastructure needed for communities to invest in themselves — creating funds and mutual structures that allow local people and organisations to finance projects, enterprises, and infrastructure that matter to them. A further benefit of this model is that it also provides a clear pathway for institutional investors — including government, superfunds, and impact investors — to invest in place-based opportunities that deliver measurable community and financial returns.
Why it matters
Communities have the ideas and energy to drive local prosperity but often lack the means to mobilise and manage capital. At the same time, large investors are seeking credible, community-anchored ways to deliver social impact. This program bridges that gap by creating a trusted, scalable framework that connects community-led investment with institutional capital.

Feasibility work to design and test a national community investment and mutual model
Development of the governance, financial, and legal architecture to support community funds
